With over 2,000 enthusiastic participants, including entrepreneurs, start-ups, and thought leaders, the conclave served as a vibrant platform for discussing Bihar’s developmental trajectory and unveiled the Vision 2047 Document, a roadmap for a developed Bihar by 2047.
Let’s Inspire Bihar Movement: Pioneering Change for a Developed State
Launched on March 22, 2021, by Vikas Vaibhav, IPS, the Let’s Inspire Bihar campaign envisions a Bihar where no one migrates for education, employment, or healthcare. Built on the pillars of education, equality, and entrepreneurship, the movement unites over 1.5 lakh volunteers to foster socio-economic transformation. The campaign focuses on creating a thriving entrepreneurial ecosystem, aiming to establish five start-ups in every district by 2028, each generating 100+ jobs.
Empowering Bihar Beyond Barriers
Addressing the audience, Vaibhav urged people to rise above divisions of caste, community, and religion to restore Bihar’s rich historical and cultural legacy. Emphasizing the potential of Artificial Intelligence as a transformative tool, he proposed the establishment of AI centers of excellence across the state. “Bihar must awaken from its inertia and harness its inherent potential to lead by example,” he remarked, calling for collective action to achieve the campaign’s goals.
Building Bridges for a Better Bihar
The event highlighted collaborations with organizations such as the Private Schools & Children Welfare Association, Auto Rickshaw Union, Muzaffarpur, and Sakhi Bahinpa Maithilani, empowering over 40,000 women. Vaibhav’s call for unity inspired participants to embrace the campaign, chanting, “I will transform Bihar.”
Vision 2047 Document: A Roadmap for Holistic Development
The Vision 2047 Document outlines actionable strategies across 16 sectors, including education, agriculture, health, and tourism. Insights on fostering entrepreneurship, promoting IT-enabled services, and enhancing infrastructure were shared, reflecting a shared commitment to Bihar’s progress.
Success Stories: Grassroots Impact Across Bihar
The conclave celebrated initiatives like the Jivaka Chapter, which has organized over 250 free health camps benefitting 35,000+ individuals, and the Gargi Chapter, focused on skill development and education for women and students. These efforts symbolize the campaign’s dedication to inclusive growth.

The event featured luminaries such as MP Manoj Tiwari, MLA Shreyasi Singh, renowned poet Shambhu Shikhar, and Islamic scholar Maulana Kalbe Rushaid Rizvi, among others. They lauded the campaign’s vision and called for collective action to fulfill the dream of a prosperous Bihar.

Prominent personalities, including poet Shambhu Shikhar, were honored with the Bihar Gaurav Samman by IPS officer Vikas Vaibhav for their contributions to Bihar’s socio-cultural progress.
