Bihar’s recognition as a top-performing state is based on multiple key indicators evaluated by NITI Aayog. These include employment generation, financial inclusion, women’s participation in the workforce, education accessibility, and law enforcement representation. The state’s progressive policies, coupled with consistent social welfare programs, have led to substantial improvements in these areas, helping Bihar surpass many traditionally developed states.
Bihar Surpasses Delhi and Maharashtra in Women’s Representation in Police Force
The state has made remarkable progress in employment, particularly for women. From large-scale teacher recruitment to the expansion of women in the Police force and the success of the Jeevika Yojana, Bihar is setting a precedent for inclusive governance.
To further strengthen women’s participation in government jobs, the Bihar government introduced a 35% reservation for women in the state Police force. As a result, women now constitute nearly 29% of Bihar’s Police workforce, matching the percentage in Delhi and significantly surpassing Maharashtra, where the figure stands at just 12%.

Bihar leads the nation in women’s representation in law enforcement, showcasing the state’s commitment to gender inclusivity. The recruitment of over three lakh teachers since 2023 has also seen the highest participation of women, reinforcing the state’s focus on employment equity.
Government Schemes Boost Women’s Economic Empowerment
Under the leadership of Nitish Kumar, the Bihar government has launched key initiatives like the Mukhyamantri Mahila Udyam Yojana and Jeevika, which are driving employment growth and strengthening the rural and urban economies.
The state also stands out in education reforms, offering free education to women from primary school to graduation, ensuring greater access to learning and career opportunities.
Financial Incentives Propel Women Towards Higher Education and Literacy
To encourage higher education, the Chief Minister Balika Protsahan Yojana awarded incentives worth ₹1,524 crore to 7.35 lakh girl students who cleared their 10th, 12th, and graduation exams in 2023-24.
Additionally, the Akshar Aanchal Yojana, aimed at promoting literacy among Dalit, Mahadalit, minority, and extremely backward-class women, saw 4.85 lakh women participate in literacy exams during the same period.
With these progressive policies and continued government support, Bihar is emerging as a role model for women’s empowerment and inclusive economic development in India.
